Lake Minnetonka Shoreline Setbacks
A principal structure in Woodland has to sit back the greater of 75 feet from the Lake Minnetonka ordinary high water level, 75 feet from the 929.4-foot elevation, or 70 feet from any shoreline improvement like riprap or a seawall, with 30 feet from a bluff and 25 feet from a wetland. Woodland also treats an attached deck rising more than 3 feet above grade as an integral part of the main building, so those full principal-structure setbacks apply to the deck itself. A design that ignores this gets denied. We lay out every lakeshore deck against the correct line before drawing a thing.
A 42-Inch Frost Line in Water-Holding Clay
Hennepin County sits in Minnesota frost Zone II, so footings must reach at least 42 inches deep and can never bear on frozen soil. Woodland’s silty clay loam over glacial till holds water and, in the low-snow winters that have become more common, frost drives even deeper. Footings poured shallow will heave and twist the frame. We dig to depth and, on the sloping lakeshore lots common here, set larger-diameter or bell-bottom footings where the soil calls for it.
Heavy Snow, Hail, and Freeze-Thaw
Woodland decks carry heavy Minnesota snow loads, sit in a very high hail-risk area, and cycle through repeated freeze and thaw. An underbuilt frame can fail under snow, and the wrong surface board splits as trapped water freezes. We frame for local load and build with capped composite and PVC that shrug off the freeze-thaw cycle.
Impervious Surface and Lot Coverage Limits

Named HOA Community
The Groveland Homeowners Association is the dominant HOA in Woodland, a community of 42 residences on Wayzata Bay that the city zoning code formally recognizes as the Assembly Grounds district. Groveland does not publish its architectural standards online, so we confirm current deck requirements with the board before submitting.
What Review Typically Covers
Minnesota HOAs governed under the Common Interest Ownership Act generally review deck height, railing style, stain or paint color, material, and footprint, often requiring earth tones and a look that matches the home. Woodland’s own zoning code reinforces this by requiring accessory structures to use the same or similar quality exterior material as the main building.
Permit Authority
The City of Woodland issues deck permits but administers them out of Deephaven City Hall at 20225 Cottagewood Road. Maria Borell handles building and demolition permits and Planning Director Pat Smith handles plan reviews, variances, and vegetation permits. Inspections are performed by Metro West Inspection Services, with electrical inspected by the State of Minnesota.
Typical Permit Timeline
Plan for at least two weeks on a building permit. The city runs a multi-step process where the contractor delivers two hard copies of the plan to Deephaven City Hall, Deephaven planning staff approves it, and Metro West then picks up the plans for review. Any variance, conditional use, or vegetation permit follows the council cycle, with applications due the third Tuesday of the month and reviewed at the following month’s council meeting, which adds roughly four to six weeks.
Watershed and Tree Rules
Woodland sits within the Minnehaha Creek Watershed District, which permits land-disturbing activity, stormwater, erosion control, and shoreline work, so a lakeshore project may need watershed approval. Any tree work requires an annually licensed tree contractor, and removing vegetation requires a Vegetation Alteration Permit.
